This is The Who basically playing about half the set slightly out of order in an empty Grugahalle prior to their legendary performance with The Grateful Dead.  When you see rehearsal footage it's often a stark contrast to the performance. They are just standing there, often in street clothes and a singer who often just talks the lyrics. In this case Pete is performing the show like he would at a sold out show.
